Go to Google Advertising Programs, read the page, select Google AdWords, read the page, select and read all five topics including success stories, click the Sign up now link, choose the standard edition, go through the wizard, print the Review your selections page, create an account if you desire, don't proceed to pay yet.  Create a page of notes, questions, things you would like to know better, etc.
